When filling out the background authorization you will come to a page that asks to enter information for a U.S. drivers license. The system will not let you proceed with the authorization without entering a license number.
If you do not have a drivers license to enter in this field or if it is not accepting your license number, what you can do is enter 999999999 for the license number and change the issuing state to Utah (UT).
Doing this will allow you to move forward with the authorization without a drivers license.
